Department of Health Guidelines - a summary
- Each Local Authority to establish protocols to co-ordinate joint
working across all agencies - including police, social services
and health - for children who go missing
- Each Authority to have a senior manager with responsibility
to oversee these protocols and their implementation
- Each Authority to produce an annual ‘strategic monitoring’
report on the situation for children missing from home or care
and the progress made in responding to their needs.
These guidelines were issued in October 2002, but when The Children’s
Society conducted a telephone survey of all 150 Local Authorities
in England at the end of the year, of the 47 who responded, only 7
had actually acted on all of these recommendations. That’s nowhere
near enough.
Local Authorities are the lead agency with responsibility for
young people. They must prioritise these recommendations NOW.

And remember, time is ticking by. With 100,000
children running away every year in Britain, every day lost
is another day nearly 300 children will run away. |
